this is dependent on the client operating system and its
input methods. It is the job of the operating system to
convert the raw keystrokes to particular character codes.
in windows, to be able to input a script you need the
the language pack installed.
in windows 98 line, there is no obvious way to input unicode,
and a code paged version of indic operating systems (using
8 bit codes) was never produced for Win9X.
on windows 2000 and above, if the user has indic pack installed,
and has hindi keyboard as one of the keyboards, the user
could enter hindi easily.
