are two popular sites that accept and display devanagari input.
Apart from the charset tag, there's nothing really that needs to be done.
http://geocities.com/alkuma/seehindi.html (refresh) would tell you what browser and
os combinations would support this, text input in devanagari is a function
of the browser+os rather than the of the html on the webpage. For more
