Shooter is shhoting, ie calling attention to himself. Cop knows what he is
doing, he is moving to the sound of the gunfire. Shooter does not know he
is being stalked and continues to give away his position.
I rate the trained cops chances as very good. Better than the unarmed
students being gunned down which he is in fact obligated to protect.
