A yagi directional antenna. Even then it all depends on where you are
and what kind of line-of-site obstructions are between where you are
in Philadelphia and the broadcast towers in NYC. The higher your
antenna mount the better you would be able to receive stations. If
indeed you could get NYC stations you'd likely only be able to receive
VHF stations (2, 4, 5, 9, 11, 13.)
