If the horn broke off into the sinus (where you can see a hole
into the head), your best course of action would be to tape it
up with duct tape or whatever to keep debris out of his sinus.
Eventually, if the horn corium (growth plate) is not injured, he
will regrow a horn. But because the new horn weighs less than
the old horn, the blood supply will atrophy and it will be a
smaller horn.
Your only other course is to have the side that broke off
dehorned professionally and sewn up to cover the sinus and he
would then be hornless on that side.
If you want him balanced, you would have to remove the other
side surgically as well at the same time.
