Solution - The Technical Side
The NSA is very secret about its capabilities for two reasons:
It doesn't want adversaries to know what information it can get
It doesn't want adversaries to know what information it can not
get, lest the adversaries find out how to avoid the NSA's robot
eyes and ears
(Some of the key research into "foxholes in orbit" was done by a
small, low profile niche within the Strategic Defense Initiative
Organization (SDIO) aka "Star Wars" in the 1980s. As a new
organization at the time, there were fewer established special
interest groups, which helped it succeed in getting the
Clementine space mission which discovered ice at the lunar poles.
Unfortunately, Clementine, named after the rhyme about the '49er
miner, failed enroute to the asteroid it was to also prospect,
due to a computer error en route. The budget for the next probe,
Clementine 2, to visit and characterize multiple asteroids near
Earth, was one of just three things cancelled by President
Clinton's new and controversial line item veto, in a classic
case of leadership ineptitude and caving into powerful competing
special interests within the bureaucracy who wanted to kill the
concept before it got strong enough to compete. Some of those
who make fun of asteroid mining will be remembered and quoted in
infamy, and will themselves remember the old Chinese proverb
that whoever laughs last laughs longest.)

What could I say? As she ran to the kitchen, I thought about how
we - and decent people like us all over Greater Boston - were
being tyrannized by clementines. I'm sure if you dropped into
any clementine support group you'd hear the same story over and
over: how the wooden crate with its Spanish writing looked so
festive in the store, how the purchaser loved the prospect of
her kids snacking on little oranges, not candy, how she found
herself humming "Oh My Darling Clementine" as she put the crate
in her cart, thinking, "Only $5 for an entire box! What a steal."
That would be the happy part of the story, but then, inevitably,
the clementines would start to work their evil magic, turning
otherwise normal people into monomaniacs, able to think of
nothing night and day but getting rid of the clementines -
without having to admit defeat and throwing them away, half the
box rotten, that is.

Joel nods glumly.
Carrie continues to talk, but her voice goes under as Joel
studies the faded husks of memories, piled like refuse
outside the moving car window. He sees dried-out version of
previous interactions with Clementine playing out in loops.
He looks back and sees the memory of his ride home from the
beach with Rob and Carrie. It, too, is decaying. Soon all
has crumbled into dust. Everything goes black
CLEMENTINE'S VOICE
Hmmm. Do you miss me?
JOEL
Oddly enough, I do.
CLEMENTINE'S VOICE
Ha Ha! You said, I do. I guess that
means we're married.
JOEL
I guess so.

Clementine steps out onto it. Joel follows nervously.

I'm nervous because I have and enormous
crush on you.
She smiles up at the sky.

INT. SECOND OLD WOMAN'S APARTMENT - NIGHT
The old Clementine is unconscious on her bed, hooked up to
modern versions of the erasing machines. Two young
technicians monitor the equipment. The woman's bedside phone
rings. Her machine picks up. After a moment:
OLD MAN'S VOICE
Hi, it's Joel. What's going on, Clem?
Why won't you call me back? Please call
me. We need to speak.
The machine clicks off. One of the technicians reaches over
and presses the "erase" button on the machine.

What matters then is to what degree a film strays from the
historical record and, frankly, if the final result is
entertaining enough to justify such decisions. For example, My
Darling Clementine is a historical travesty but it's also a
beautiful work of poetry.
