It sounds to me like a phrase from an insurance policy or similar
contract. For example, the "covered entity" might be the boat, car or
house.
In addition to the "cover of some kind" mentioned by Chris, there is
"insurance coverage." "Your house and all of its contents are covered
under this policy" means that those things are insured -- that the
policy "covers", or includes, all of those things.
