I don't think I've ever heard it pronounced with the stress on the
first syllable.
I'm not quite sure of your notation, but if <I> is meant to symbolize
the vowel of 'bite', then d&-'rek-sh&n is much more common than
dI-'rek-sh&n in AmE. To my American ears, dI-'rek-sh&n sounds
distinctly British, but I can't say how common it actually is there.
