It's a complete sentence with the understanding that a verb "is" has
been suppressed before "available."

Yes, with "Mr X designed" being a compound adjective modifying the
substantive "Tool Box."

"Mr X designed tool box" is equivalent to "Tool box designed by Mr X."

The intent would be clearer with the compound adjective hyphenated:
