I'm assuming you have a mobile capable of running Skype (and have it
installed and running), if so any WIFI hotspot (you are allowed to
use, ie open or you know the access code) should let you do this. If
are there should be plenty of hotspots though. You can use
<http://wigle.net/gps/gps/Map/onlinemap2/?region=Japan&s=Show+Region>
to check, but there seems to be very few people uploading data from
there.
Also if you are calling the states a frequently this:
<http://www.skype.com/intl/en/allfeatures/subscriptions/#worldSubscriptionTab>
may be a good Skype option.
