Sending a booster message of the control should not make any difference.
It appears that RR all ready has the group on its active list (seeing
hoe BB was allowed to subscribe to it), which is all a control message
requests.

The problem appears within RR system itself.  It allows posting, however
prevents reading.  Some providers do have read only and post only
servers (Newsfeed comes to mind) it might be that RR is running a server
farm that allows some groups only to be posted to and some only to
read.  Other option can include RR has set retention tine to 0 days, 0
hours 0 minutes which is very posible depending on what server
aplication(s) they are using.  In short unless I know how RR is
configured I can not begin to offer a workable solution.

The one idea I can offer is that you ptovive BB with a few MI to send to
RR so that if they find a tech they might trace down the problem.  This
certainly does not appear to be a peering problem.

No other thoughts at this time on this issue.
