 How is Russia helping California a sign of judgment? Being advanced
 doesn't mean you are above and beyond needing help. Canada also sent water
 bombers, from Quebec. Power line crews also came from Quebec to help
 repair the damage caused by Hurricane Isobel. Poew crews from Maine went
 to Nova Scotia to help clean up after Hurricane Juan. It's what neighbours
 do.
