To get PowerPost A&A V11b to post via an encrypted secure connection,
you need to install a copy of STunnel:

You will need to configure it connect to Astraweb in the stunnel.conf
file. Here is my configuration for connecting to Easynews:
[Easynews]
accept = 563
connect = secure.news.eu.easynews.com:563
What this does is it tells STunnel to accept connections on port 563
and forward those connections encrypted to secure.news.eu.easynews.com
on port 563. Get the appropriate address and port number from the
Astraweb help pages. Then in PowerPost, in the Settings/News Server
tab, create a new "NNTP News Server" with address "localhost" (without
the quotes) and "Port" 563. Fill in your Astraweb login details too.
This tells PowerPost to connect to STunnel instead of directly to
Astraweb.
Then, before you start posting from PowerPost each time, you have to
remember to run STunnel - if it is not running, you will get a lot of
errors until you remember to start it.

This version of PowerPost has the ability to create PAR2 files, but it
is best to ignore that and use QuickPar - it does a better job, and
allows you to create more PAR2 files later if needed.
For best results in posting binaries, your PAR2 block size and the
news article size used for posting must match, and the news article
size must be below 500 kbytes. Here are the settings I use to make it
work with the various programs used for posting:
JAS: Options/Split: Part Size: 10 Megabytes
WinRAR: Split to volumes, bytes: 10485760
PowerPost: Default Max Lines Per Part: 1280
QuickPar:
Limit size to: 10,485,760
Preferred Block Size: Exact: 327,680
Restrict blocksize to multiples of Usenet article size: On
and here is another fairly common set of settings:
JAS: Options/Split: Part Size: 12,000 Kilobytes
WinRAR: Split to volumes, bytes: 12288000
PowerPost: Default Max Lines Per Part: 3000
QuickPar:
Limit size to: 12,288,000
Preferred Block Size: Exact: 384,000
Restrict blocksize to multiples of Usenet article size: On
