The Register of Radiocommunications Licenses, maintained by the Australian
Communications and Media Authority (ACMA), the Australian governing body
reponsible for the issuance of amateur radio licenses.
According to the ACMA website, the database is an official document:
The Register has been prepared in accordance with Part 3.5 of the
Radiocommunications Act 1992. The contents of the Register are set
out in the Radiocommunications (Register of Radiocommunication
Licences) Determination No. 1 of 1997.

This is the /official/ registry of amateur radio licenses, compiled under
the authority of the Radiocommunications Act, 1992; it does NOT include
VK5ZKL.
The page you mentioned QRZ.COM, is an /unofficial/ privately-maintained
database on amateur radio callsign holders. The callsign info you quote
was last updated June 21st, 1999, more than 10 years ago now.
