Hi wlg,
You may want to give this a try before spending money on a PC. I
can't personally try this out because I don't have any IV50 encoded
media and my old G3 that I bought a few years ago to play with is
running Jaguar and this method requires Tiger or above.
I've heard that this will allow one to encode their IV50 encoded media
to MP4 format. It's worth a try and it's free.
Install MPlayer OS X which will also include the encoder MEncoder.
http://mplayerosx.sourceforge.net/
Then install PEnGUIn Encoder MP4 which is a GUI for MEncoder.

I hope this information helps.
If this doesn't work, you may want to check around with some of your
local computer shops to see if they offer any off-lease refurbs. I've
seen several that start around $149 that have 1.0 - 1.5 Ghz processors
and 256 MB RAM and Windows XP which would be adequate for re-encoding
media. I'm sure it wouldn't take much effort to connect your Mac and
the PC using a crossover cable to transfer the files.
Take care,
