You could do resarch (try google) to see if some servers take money
orders or Western Union or PayPal. I think a few do. There is one which
takes "egold" (http://privacy.li/ano_news_subscription.htm).
Most servers take credit cards and or make you prove who you are in
real life to use them. Thats just their way of being sure you are you
so its easier take action to nail you if you fuck with them than just
knowing your IP address which they all do. If you ran a server wouldn't
you do it that way? Nothing prevents you from buying a "gift"
(throwaway) credit card to use to buy block accounts from astra or
buzzardnews (which sells blocks too) and give them a fake home address
and use a hush email account with them but why bother when they know
your IP address when you use their service? If you don't post they are
as safe for use as anybody can hope for because they don't track what
you download unless they get a court order to track you and that won't
happen unless you do something in real life that gets the police on
your ass and by then your fucked anyway.
If you don't post then any server which has what you want will do. If
you do post you could post through a different server so if you get in
trouble for that you can still download from the other server.
If you want to post files that the server doesn't like you take a risk
no matter which server you use. None of them are risk free.
Don't believe a word I wrote or anybody elses words about this either.
Your safety is too important to trust anybody here with it. Do your own
research. Find out for yourself and decide whats best for you.
