Tor is a good way of improving your security in screening your IP from
sites that seek to log the address from visitors, What we cannot be sure
of is who owns the machines that are set as Tor relays.
If you run your own tor set-up on windows OS then you probably have it
run from the Vidalia controll pannel?
In your tool tray D/click the green onion to open the control panel, then
select and click the view the network (Blue planet) this will show you
the location and IP address of all the folks who's computers/servers are
available to rout your encrypted connections.
These could be collage facility, private, even your or my computer, in
fact you will see that they are very diverse geographically.
Nothing is perfect but its free and with some extra paid for proxy
servers it can be made a little more secure depending on your paranoia.
If you select "setting up relaying", your own computer could also become
a tor relay node, not a big deal for just relaying traffic, but a thicker
hide required for running an exit relay node as this setting has greater
potential personal ramifications.
If your ISP connection were capped then this would burn some of your
bandwidth allowance, though you can set this at an acceptable level.
When I talk of a proxy blacklist it means that the sight has blocked
connections from all the identified IP address of these servers
