i see problem:
no one can sa: you are a risk or not... it is anytime a lottery say : he/she is dangerus...it can be or not.
i have make some forensic work some years. many of this "say: he/she is dangerus" are wrong.
non person can be free from his feelings and feelings make some ppl as "dangerus ppl".
the human to many complex to say it serious.
