Well, that is a hard question to answer, as to my knowledge it is never
addressed directly.

Firstly, Ms McCaffrey has changed her mind on a few things as the books
progressed, although she usually did it very well.

My reading of it is that they are broadly equivalent to a master craftsman
or a holder, but only weyrleaders are equivalent to craftmasters or lords
holder. It's a difficult distinction to make.
