Only if you use that screwy definition of "child", by the definition
of pedophile quoted from DSM IV a child is a person younger than
puberty. Most 17 year olds are well past puberty.
Also, using your presumed definition it would depend on where, in the
UK for instance, where the age of consent is 16, he wouldn't be.
