From what I can see at www.powerusenet.com/docs/support.html#_ssl,
this stunnel.conf configuration should work with them:
[PowerUsenet]
accept = 563
connect = news.powerusenet.com:563
Just comment out the other configurations at the end of the
stunnel.conf file and add that one.
