You can open them easily with Excel or even Notepad. The only app I have is
pic-check, compuserve link is dead now but you can get it here if you want:

If you have access to a site, I don't know if it is worth it or not, but if
you are a downloader, I can see the value, if for no other reason than to
verify how many pics should be in each set and if you are missing them or
not... also if you don't know whether or not to 'trust' a poster.
As for checking pic quality, I only care if it's a Charm I really, really
like. There are a few times that I could've replaced some Blobs with site
pics (ie. Porche) and I haven't bothered, I waste too much time on this
shit already lol.
