I use PowerPost, a free uploading program for Windoze. The specific one I use is Camelsystem Powerpost as it works with Win7. I create the PARs with QuickPAR, another free program. Others will have their preferences but these seem to work for me, appear to be virus-free, and best of all, free! They are relatively easy to get set up and before I started posting stuff, I did a quick search on Usenet Posting Etiquette and found some good information and pointers to these, and other programs.
