Oh! I misinterpreted what you wrote.
FLACs are not lossy. FLAC stands for "Free LOSSLESS Audio Codec".
FWIW: ANY converter (whether you see it happening or not) will decode
FLACs to WAV or AIFF and then re-encode to the target format.
I use xACT on MacOSX to convert between formats so I can't really point
you to any Windows apps with any confidence. Sorry.
