I found out the problem when I ran the thumbnail through Gimp. Apparently
MPC uses the rendering agent of Win 10 to generate an image. It creates a
header in binary code instead of Ascii code. Only Win 10 compatible Graphic
Viewers can understand the header. Think of this as similar to a GIF file
versus a JPEG file. Running it through Gimp I was able to correctly
generate a JPEG 2000 file. I can think of no easy solution but to manually
process each individual thumbnail save for placing the video file into
VirtualDub and generate a video thumbnail - so I will place a notice about
thumbnails for a bit - thumbs are only viewable using Paint or Photo
Gallery in Win 10 - just view the thumb using Paint or Photo Gallery
