This was a world-wide effort but it did hit the Russians more than
anyone else.
The billing was raided because of some content on some of the sites
(and actually the authorities have the databank).
Most sites' content is harmless but fact remains that they have no way
to bill whatsoever right now (and getting that for underage modeling
is almost impossible).
Whether or not someone else (given the situtation in Russia) will
build up a new system is a matter of speculation.
It hasn't been easy so far and now it has become even moreof a battle.
