Here is some info from a fellow Forteinc.com user and it seems we have the
same idea.

Is this person saying that the problem is that Agent won't redownload
the PAR files? If so, what is (s)he trying, and what's happening?

Is this person trying to download stuff from imported NZB files? That
could explain why the files appear later on - They may have got in
there a bit early - for their news server - on the first attempt.

Is this person doing a lot of stuff? I don't notice Agent impacting
the performance of my PC - Maybe mine is higher spec though.
There are no doubt places where Agent could be more efficient, but
based purely on the above, there's nothing for Forte to go on really.
