Seems Lockheed wanted to sell T-33s to the US Navy, but deck trials
showed some landing stability issues.  This T-bird was modified to see
if it would help - which it did - but Lockheed went ahead and tweaked
the whole design into the T2V Sea Star with a larger fin and raised
cockpit.

This twin-tail was restored to original configuration and returned to
service.

I kinda like Miloch's hypothesis, though...
