No, they serve completly different functions. JAS and MasterSplitter break
the movie into multiple parts for posting. QuickPar is used to verify that
the download is complete and can be used to repair a damaged download.

Not quite right. Each newsgroup provider has a limit on the maximum size
file they will accept for posting before they will break it into smaller
pieces themselfes (eg: AstraWeb's limit is about 11,400 lines per part).
They will automatically split any file larger than that into multiple
pieces. I don't use NewsRover, but I'm sure that, like most other posting
programs, it is breaking your posts into some default value that ensures the
size your provider will accept for each part before splitting them is not
exceded.
For example, I use MasterSplitter to split my posts into 40meg chunks. I
then have PowerPost set to break each split piece into a maximum of 11,300
lines per upload. The result is 30 pieces of each split part being uploaded
by PowerPost. If I set PowerPost to any value larger than that then
AstraWeb will turn around and break each part uploaded into even more
pieces.
The process ends up something like this:
Mastersplitter turns movie.wmv into -
movie.wmv.000
movie.wmv.001
movie.wmv.002
etc....
Powerpost turns movie.wmv.001 into -
movie.wmv.001 (01/30)
movie.wmv.001 (02/30)
movie.wmv.001 (03.30)
etc....
If I let PowerPost excede AstraWeb's 11,400 lines per part limit then they
would break the parts into additional pieces something like:
my movie.wmv.001 upload would become -
movie.wmv.001 (01/30) 1/2
movie.wmv.001 (01/30) 2/2
movie.wmv.001 (02/30) 1/2
movie.wmv.001 (02/30) 2/2
movie.wmv.001 (03/30) 1/2
movie.wmv.001 (03/30) 2/2
movie.wmv.002 (04/30) 1/2
etc......

The legality is really an iffish subject. Web sites are know to go after
other for profit web sites that use their material, but usenet is another
story. They don't normally bother with usenet posts primarially because: A)
It's hard, and in some cases almost impossible, to track down the poster
and - B) The cost will almost always be higher than any damages that could
be recovered. Playboy did manage to sue a large well know adult web site
back in the 90's, but that's the only case that I am aware of.
