The main eras of short hair's popularity were the 1920's,
the Flapper motif symbolising rebellion against Victorian
mores. Then the 1950's through 1960's, with the rise of
feminism. And the 1980's, with the New Wave and Punk
ethos legitimising the idea of being a wild girl.
I believe today's starlets going short (Lindsay, Miley, etc.)
are a reflection of how "cool" the 1980's seem today, in
effect now a retro meme.
