Your next choice is to disguise your usenet traffic. Not wanting another
service bill probably rules out SSL news, but see if you can find a VPN
connection. All your outbound traffic will just look to charter like
gobbledygook, being both encrypted and to a network port other than NNTP.
If they still throttle you, then it's just upload bandwidth in general that
they don't want you to use.
Anybody know a free usenet provider that offers SSL and binary groups?
