I use Easynews, from what I see you do as well.
I have no problem posting at my ISP's full speed, so I don't know why
you can't as well.
What program(s) are you posting with?
What port are you using? It is possible your ISP is shaping it's
service and slowing the usual usenet posting port. There are ways
around that :)
I'd be happy to help you out, just need a little more info about your
configuration.
