First, it may be useful to tell you that you don't need to mount an
empty volume to open the downloaded files. Actually, it is only after
you download files that you have a volume to open. Download the files,
combine them or unzip them if they come in "rar" form, and the result
will be a TC volume that you will mount, whereupon you will find the
files you seek.
If you need instructions on either combining segmented files or
unpacking a rar file, let me know and I will followup.
