No it isn't. It's a sort of distributed cloud system, whereby everything
uploaded to Freenet is encrypted, cut up into small chunks, and then spread
all over the whole net. When someone requests something, the various
encrypted fragments are collected, and once enough (there's considerable
redundency) of them are in your computer, they are decrypted and dealt with
as you specify. No one knows what passes through their computer and there's
no way of finding anything illegal - unless you request and download it.
Although theoretically it is possible for a freenet node (that's Freenet
speak for someone on the system) to be identified, there is no evidence that
such a thing has ever happened. However given that Usenet news servers now
HAVE to keep upload records and the relative scarcity of groups carrying
on-topic material, there is considerable evidence of individual posters
having been caught here. P2P is most certainly NOT safe. I've seen estimates
that about half of all Tor exit nodes are in fact run by LEAs.
Although Freenet is desperately slow, recent builds are better in that
respect and there's a patch that can be applied to improve things further.
Most people in the freenet community (not just CP collectors, but people
whose governments are against free speech or people who want to be able to
disuss anything without any possibility of censorship) reckon that the high
level of safety FAR outweighs the disadvantage of slowness. It's recommended
that Nodes are kept running 24/7 and so download speeds are less relevant.
As for on topic material, there are about 50 dedicated freesites, with
several hundred gigabytes of material. However the system is relatively hard
to learn to use properly and get into. Frost is the messaging system that
allows you to chat and find information.
