If by "help" you mean "create a version of their Operating System
which would allow the FBI to bypass the passcode lock on an Apple
device" then I would say No.

Having performed no research, nor read extensively of the news
coverage of this matter, I do not opine on whether this is
actually what the FBI is requesting.
