You might try

You get quite a few tools for a single price. I have it and have used it
but mostly to convert video/audio formats.
I do most of my captures with a Hauppauge unit which lets me do HD captures
from my HDPVR plus SD captures from my old VHS equipment.
To author DVDs, I use TMPGEnc Authoring Works 5. This software will create
DVD and BluRay formats, convert various inputs, and allow editing (i.e.
cutting/trimming and transitions). It does not allow for applying any video
filters to the input, such as masking the VHS artifacts at the bottom of the
screen. I also have my old TMPGEnc DVD Author 3 software and Nero 2014 and
windows DVD maker and AVS; but I don't use any of them.
For conversion/editing with filters, etc, I use TMPGEnc Video Mastering
Works 5. I is very good, especially for masking out the junk at the bottom
of a VHS capture. (See my Girl Toys sample). I sometimes use VideoRedoPlus.
I also use AVS rarely. I still have my old TMPGEnc 3 but have not used it
for years.
The TMPGEnc software verifies the licence by connecting to their site. I
don't know if there are any patched version posted to utilities of not. I
have not been to that group in years.
