It depends on the quality and complexity of the drawing. If it was
done with a soft pencil on a napkin and then scanned in, it will be a
problem - look at the image posted by pjones (the Brothers Grum) for
an example of a near-impossible drawing; if it was done on a computer
in a draw or paint program, then it would probably be more do-able.
But it depends! A scanned line drawing is usually not much easier
than a photograph. Solid colors are easier than areas whose colors
blend from one color to another.
And yes, interior fills are relatively easy IF the lines are solid -
open the image in a paint program, select the color, and fill the
space with the 'spilling paint can' tool.
As to format, it should be a high-resolution image - .gif is less
'lossy' than .jpg; .bmp vector images (.cdr, .ai, .eps, .svg, .emf,
.wmf) are best, but only if the design consists of vectors and NOT if
they're just containers for a raster image. If a .jpg is posted, it
should NOT be overly compressed, because that creates a blurry
pixelated image. The FILE format doesn't particularly matter - the
CONTENT does.
