Is there a particular post you're talking about? I haven't seen them
here recently at all.

A self-extracting file is an .exe file that is, at heart, a .zip or
.rar archive packaged to extract its contents when executed. That is,
if it's a REAL self-extracting file. One of my own pet peeves about
them is that you don't always know where it will extract the contents
to and sometimes have no control over it.

Some people, trying to be nice, will post a self-extracting file so
that the recipient doesn't need to have the necessary extraction
software such as Winrar. This is misguided!

However -

It's bad form to post executables (.exe files) because they can easily
harbor malware. So any .exe file you see here MUST be treated
carefully, preferably on a separate machine, scanned with one or more
anti-virus programs, etc.

If it's really a self-extracting file, it may really be a .RAR file, a
.ZIP file, or maybe even a .CAB file (there are others as well). You
can safely change the extension from .exe to .rar and see if winrar
will open it, and if not, change it to .zip and try to open it with
whatever you use to open zip files. If neither of these work, and it's
been advertised as a self-extracting file, DUMP IT!!
