Do you want it all, with all the lettering? That's a lot of fine
detail to squeeze into something that's 3 inches wide (it would NOT be
3x3 but 3x1). The feline's whiskers would be less than the thickness
of a single thread!
I did a quick and dirty pass with an autodigitizer, without changing
the image at all, and it didn't come out as bad as I expected. The
fine lettering would have to be redone as text, and some work on the
Tiger's face is needed, but it looks feasible.
BTW - what you posted isn't a 'standard' .jpg. The only program I had
that would open it was Photoshop - not PaintShopPro 8, and none of the
Microsoft image viewers. In Photoshop, if you "Save for Web" you can
maintain the high resolution by selecting the 'original' tab and
produce an image that everyone can open.
