Not always, but often enough! Some design formats don't contain
internal palettes; these include .DST and .CND. It those are what
you're downloading, your software will use a default palette - usually
the first 3 or four colors (I forget what order) are Red, Black,
Purple, and Green.
If you download other formats, such as .PES or .HUS, they may have
been converted from one of the non-palette formats and, not knowing
what the colors should be, they also have to use the default palette.
Even among such formats, their palettes aren't identical - so a design
converted between .hus and .pes will display differently. Usually
close, but sometimes you wonder how it turned Navy Blue into Pink.
What you have to do is either obtain a color chart for the design or
look at an image and use your own judgement. Software that can display
which parts of a design are created at each color change is more than
a little helpful!
