Tell him to ask the supplier for the design file and color chart.
Although my guess is that he didn't read the purchase agreement
contract, and it probably left all the rights to the design to the
supplier!

If you did it for the back of a fishing jacket, maybe ten inches wide,
it would probably look great (and all the thread would make the jacket
warmer!)

How much detail could it lose and still be acceptable? E.g., could the
whole fish be in only two (or maybe three colors - like the top have
gold and the bottom half black?)
I tried modifying the design, but couldn't come close to anything that
looked good. It's really a beautiful design!
How big were the ones that were made up?
