There are a number of auto-trace programs available, including those
built in to Corel Draw and Adobe Illustrator. The output from such
programs usually needs some manual tweaking.
Googling for
autotrace
convert raster to vector
and similar will result in hundreds of hits for programs ranging from
free to unthinkably expensive.
