I've used VLC for years for playing video material on my PCs

I downloaded this video as well and it plays perfectly and in good
quality.

Indeed, it wasn't until the complainer said

I'd never realized that I was supposed to be having a problem with
these video files.

Lesson: don't use crap software and then complain about having
"problems".
