I will answer for Helpmonger.
Helpmonger doesn't do reposts, for two reasons. One, he supports the
idea that people should help one another, so he encourages downloaders
to help each other with the requested reposts. The other reason is that
he deletes the split parts about a day after he posts a movie, to make
room for other things, and doesn't have the parts available to repost.
He posts enough par files to replace missing files that all people who
use reasonably good servers would need.
You know your server misses parts, so why do you keep using them? It's
your choice to do what you do in the newsgroups, and you should accept
the consequences of the choices you make.

restriction, and do unlimited uploads. Good completion and retention,
and has all the newsgroups. They have positioned this option
specifically as a backup server, and for those with dial-up
connections. It's also very easy, unlike most other providers, to
successfully, and anomymously, request them to include a new newsgroup.
This is the only provider that I've ever been successful in getting a
new group to show up in.

Free 50MB download a day, but requires credit card to sign up. NOT for
private things. They do not seem to have anything on their web site to
indicate anything about privacy or security. Posting to some newsgroups
is restricted. They have a less than average completion rate, and poor
propagation.

It's FREE. All you need to have is an email address to give them, to
recieve the account information. It may have good retention and good
propagation. It has just about all the newsgroup in creation, but they
are only populated when there is enough demand for them.
They are slow, and won't show you the contents in the groups until some
days after you subscribe to them. This is so they don't need to
download to their servers what you aren't asking for.

Usenetmonster 5 (many) But extremely inexpensive.
These have any combination of:
poor security (1), poor propagation (2), poor completion (3), posting
restrictions (4), missing newsgroups (5), zealous cooperation with
the Law (6) and bad payment options (7).
Even recommended service providers are not without problems, which can
become seriously worse at any time.
