any number of boards could be used in variant play, including
other gameboards. rules have been constructed, for example,
for combinations like Risk + Monopoly.

since you specify "sets" you'd have to reconcile any
differentiation in rulesets from Castle Risk and the
rest of these Risk games you mention, since Castle
Risk is in effect a very different game (it overlaps),
is played on a different map (6 European Empires),
with additional cards, has a different turn structure
and a different relation to water-based attacks.
