Your 20 numbers will win an average of 20 times in each session of 38
spins. Your average loss with 1 unit on each number will be 40 units
every 38 spins (this loss is the house edge taking its toll).
Of course with the law of deviation kept in mind, your
20 numbers will sometimes win more than 20 or less than 20 times in each
38 spins.
Many systems have been devised around waiting until a group of
numbers have won less than their expected in a given number of spins
and then betting on them to win more than expected in the next session
of spins. The fallacy with this method is that wheels or RNG's have no
memory of past spins so they quite often dont balance things out soon
enough.
Hope i helped you :-)
