Hi Insane
Just a quick fix stab at this as time tight.
My first guess is you have recently installed a Tunnel access program
(VPN) (CRT) (TNS)? that the secure Proxy Company sent you to install and
use to connect to their service.
And it auto loads/runs at start up
My guess is it has been pre configured when it is running and is taking
possession of the port socket that stunnel also needs to connect to!
If my guess is correct just temporary close it (shut down) and try again
to run stunnel and tor/powerpost but are you also using a socks programe
with stunnel otherwise it will make a direct secure connection to your
news provider and not rout via tor unles you soxify stunnel
