You need as much PAR2 data as you have missing or damaged data for
PAR2s to fix something.  But...  If you use the right download
methods, most of the PAR2 blocks in damaged or incomplete files are
usable.  The problem is that a lot of newsreaders do not correctly
download damaged split files.  For example, older versions of Agent
(before 3.0) download all parts of a damaged split file, and then stop
decoding at the point of damage!  For that, this workaround is a fix:
