I think reading them in the order they were published is the best way to
be introduced to the series.
DragonFlight draws readers into the Pernese universe and keeps them
there, whereas DragonsDawn is, as you say, slow and relies on insider
information to understand a lot of what is going on. Also there are many
jarring continuity issues reading them in "chronological" sequence.
IMHO reading in published order is the best way to minimize being jarred
too much by the continuity problems. But the core books in the series
are these
DragonFlight
DragonQuest
WhiteDragon
DragonsDawn
All the Weyrs of Pern
The rest while enjoyable serve mostly as background fillers.
