I have had similar experiences for a long time. Initially I found a
command using convmv but recently found a much better and more complete
method. If you don't already have it install the package called par2 from
the package manager. If you operate this from the graphical user
interface (gui) it does not have options you require. Open a terminal
window in the directory containing the downloaded files and type the
following command
par2 r *.par2 *
Note you don't need to specify any file names. The r means recover. The
*.par2 means use any available par files and the final * means search all
files for relevant data. This will find files with peculiar encodings or
even incorrectly named files. It will use any data it finds useful and
will correct the filenames automatically. Works like magic.
